Breaking News -- IRS Inspector General report blames poor management

In a report obtained by USA TODAY, the IRS Inspector General concludes that because of "ineffective management," the agency created "inappropriate criteria that identified for review Tea Party and other organizations applying for tax-exempt status based upon their names or policy positions instead of indications of potential political campaign intervention." These criteria led to hundreds of organizations having their applications for tax-exempt status delayed for many months.
