Gen. Lawrence M. Martin Jr., vice commander, 618th Air and Space Operations Center (Tanker Airlift Control Center), Air Mobility Command, Scott Air Force Base, Ill., to director, regional affairs, Office of the Deputy Under Secretary of the Air Force, International Affairs, Pentagon, Washington, D.C.              Col. Ronald D.
